I am a Professor of Environmental Sciences, UMB, retired as of March 2002; formerly I have served as University Director of Environmental Affairs (1993-95); University Associate Dean of Marine Sciences (1999-2000); and UMB Associate Dean of Graduate Studies and Research. I am also a former Senior Fellow in Marine Policy, Woods Hole Oceanographic Institution, and counsel to a U.S. House of Representatives subcommittee. I have been a practicing attorney for almost 30 years.
